With factions like him they have to usually be insanely week or you have to be insanely strong.
And there gets a point where confedding him is kinda pointless once you are strong enough.
You can't get and do everything you want in every game, you have to make compromises.
There are some tips and tricks you can try to make it easier:
1. Get him to go to war with others via invite or alliances and get him down to one settlement and no lords or very few week lords.
2. Try confederating him when his main lord is down.
3. Go to war with him yourself nearly kill him, peace then over time try confedding him again.
4. Let him die, resurrect him with a rebeliion, then try confederating him.
