Can't confederate Karl Franz as Elspeth

I own everything and am playing a 3 man Ffa. I could confederate others just i dont get an option for him. My gunnery school quest is glitched since I've got it near maxed out so maybe that? Also almost all of the empire is united under me or franz. Barring 2 settlements so maybe I need to max out the prestige? I just want to confed so I don't have to attack him or something like that.

Yes there are certain mainline factions that are most of the time extremely extremely difficult to confederate, and this is by design.

Malekith and Tyrion for the Elves come to mind.

And again you can't just go around confedding everything because you want to, you have to strategise and earn it.

How powerful are you in comparison to Karl Franz?

With factions like him they have to usually be insanely week or you have to be insanely strong.

And there gets a point where confedding him is kinda pointless once you are strong enough.

You can't get and do everything you want in every game, you have to make compromises.

There are some tips and tricks you can try to make it easier:
1. Get him to go to war with others via invite or alliances and get him down to one settlement and no lords or very few week lords.
2. Try confederating him when his main lord is down.
3. Go to war with him yourself nearly kill him, peace then over time try confedding him again.
4. Let him die, resurrect him with a rebeliion, then try confederating him.

But the confederation button is literally missing in the diplomacy screen...
