The Dwarf did get a new Hero, but i don't know if you get it for free or when you buy the DLC

Only Nurgle got one - Epidemius the Tallyman of Nurgle, he focuses on spreading as many plagues as you can (and he can get some nasty buffs from it).

Other than that, the only free stuff non-DLC owners get are Nurgle, Empire and Dwarf reworks, which aren't bad at all (I'm actually enjoying Nurgle now lol)
