All legendary heroes have in-game unlock requirements so you don't just start with him (it's a race to get him first), and free stuff is usually tied to Total Access. (Thus the name).

First of all he is a Legendary hero, and frequently they are tied with some form of ingame quest. Again, getting your Legendary Lord to level 16 is really easy and quest battles are really not that difficult. The only real hoop is the CA account thingy
