I have 144hz monitor, but you don't need to run at max. In fact, it lowers your component lifespan. I had very similar issue, my GPU was running up to 80 Celsius (170ish Farenheit) and not sure what you got there, but I got Nvidia card.
What you need it to set maximum FPS in the settings of your GPU for this game. My path was Desktop - Nvdia Control Panel - Managing 3D settings - change from global settings to program settings - let it load, try to find Warhammer 3 there, if the game isn't there simply - Add and choose it - now look for 'Maximum display frame rate' and set to 60 (it's most likely unlimited same as mine was). Apply. Be happy and don't underclock your GPU unless you really need it.
MSI Afterburner comes with the Rivatuner app. Both useful to have around and the latter has an OSD and fps cap function.
Nvidia GPU. There's a way to cap fps per app in the Nvidia control panel.
AMD GPU. Might be a way of capping fps in Adrenalin (haven't looked in a while, sorry) but the metrics overlay/OSD is better than either of the above, hands down.
Fwiw I generally use the top option alongside whichever applies for the GPU in the system used and pick whatever's best for fps cap/OSD purpose.
Did not know this but aside from not playing this for a while I used Riva for the fps cap when I did. That is, high preset with ultra units capped back down to 75 fps (5800X, 6800XT @3440x1440) for smoother play than straight ultra for 70 fps and drops. Both scores for battles btw, campaign map 40-50 fps either way but that's how it is.
Added a 7900XTX since that benchmarked in game for around 120 fps ultra (battle) and stable so that'll be fine but I'm busy with other things for a while yet. Haven't yet used Radeon Chill with the new card as not needed, it runs some 10C lower than the former on average, and quieter too.
I must say. AMD looks like a pain to use. I simply changed one setting and I was done. Everything runs smooth on ultra with temperature being 15 Celcius less on average.
- open the NVIDIA Control Panel by right click on desktop
- under 3D Settings should be "Manage 3D Settings" click on it
- search for "Max Frame Rate" under Global settings
- here you can set the max fps rate you want
For AMD:
- open the Adrenaline Software by right click on desktop
- click on category "Gaming"
- click on "Graphic"
- search for "Frame rate target control"
- activate it and set your target max fps rate you want
Tbh it's nothing like as bad as certain folks in gaming/HW forums like to tell it and have kept recycled myth and bias going long after major changes to the contrary.
I know the difference, having used far more Nvidia cards than the other but if my 6800XT had been any trouble at all I wouldn't have doubled down on it by getting a 7900XTX (same brand/model too) and would've simply got a 4080/4090 instead. Sure, I'm a gen behind in RT/upscaling but I don't need the latter with 24Gb VRAM and I'm opposed to spending 2-3x as much for damn near the same perf.
Of course, YMMV, and I would admit that AMD cards may require at least a little due diligence to get the most out of them... but it's nothing more than any PC gamer worth his salt shouldn't be able to manage while half asleep (and I'm a dumbass when it comes to IT stuff)
Anyway, no more minor issues with AMD than I ever had with Nvidia, with the latter actually having the lead in major issues to date. One 1070 was fine apart from the time it killed Warhammer 1 and 2 for six months, apropos of nothing and with no solutions. The 3070/3070ti actually turned out to be disappointing, with 8Gb never being enough to hold down it's advertised 1440p target. AMD Adrenalin has been rock solid and feature rich while GeForce Experience has been barebones and required reinstalling a few times when it broke down. The list goes on but I'd call it evens at worst, even with Nvidia's tech leads vs AMD's more palatable prices.
I 100% agree with that finishing statement. One could only wish they would actually drive the prices a little lower instead of collaborating behind the scenes with the lies sold to the public.. You either build Nvidia or AMD and it mostly doesn't matter.
I had super low spec AMD rig before just for work, but I wanted to make my own build, I got really good price for 3060 Ti from a friend - finished it off with decent i7. Doesn't mean I became their fan. I remember that they screwed up drivers update last year and my PC started to go crazy on startup. So I had to uninstall the automatic updater (really annoying, especially the ads in it and constant need for stupid minor updates) and install previous version manually and I have been happy camper ever since.

Its a lot easier to work with and much much quicker.
Simply go: Graphics -> pick TW WH3 -> scroll down to 'Driver Settings' -> Max Frame Rate

What were your campaign bench numbers? I have a XTX as well and a 7900X and hate that I always have 2-3 cores bouncing around 60 and then up to 90%+ utilization, in basically any area that isnt desert or snow (reikland area is the worst on the IE map).
This causes 100+ fps most of the map (also 3440 res) but random jerks down to 75-80 and I'm racking my brain how to make it more smooth. Vsync and rivatuner keep it capped to 120 fps, but the swings are crazy. Hate to limit the fps past like 75-80 since battles are a crisp 120 but I may cave :/
Been debating a 7800X3D and selling my 7900X to a friend, but not sure if going down in CPU but gaining 3D Vcash will have any effect on this type of CPU bottlenecking!
