I think you are right, and also for anyone new to the game it's an utterly confusing mess on what they have to do to get what.
The actual way CA sells the game needs an overhaul, like "want ME, buy this combo, want IE buy this combo, want this unit buy this pack, want this unit then log into another site which is not Steam but connect your Steam account to it etc". I bet it puts off thousands of casual players that taker a look during sales.
They were so preoccupied with how to split content up for DLC, they didn't stop to think if they should.
Isn't that what DLCs are tho?
