Their vanilla factions (Skrolk and Queek) are boring and in need of love, but Ikit, Throt, and Snikch are all fantastic.
Bretonnia also needs one but given all the fans acknowledging this i think CA wiill give it to em
That or Norsca - they haven't seen a meaningful update since before WH2 and they probably never will.
Beyond that, as far as near future goes, probably Tomb Kings, Vampire Coast, and wood elves. Wood elves don't really have much to add and are currently in a great place. Tomb Kings and Vampire Coast have aged a bit, but they aren't in desperate need either, in addition to the fact that, like Wood Elves (and most factions from Warhammer 1 and 2 really) are pretty roster complete, so aren't lacking much.
This. Norscan's literally the faction in dire need of a huge update/reword/DLC.
