Is it possible to get the sword as a non-Elf other than by murdering a current holder? Or do I have to wait for AI to get off its ass and claim it?

you can get is differently via a scheme as the changeling if you like

Nope, only elf factions can construct the shrine and get the dilemma to pull the sword. Non-elf factions can only acquire it by defeating the lord currently wielding it.

Have to wait for an elf to get it but you can camp the area from the sea (or at least I used to). Remember that is that other OP item, the Helmet of something or other. Anyone can get that I think.

its possible but you have to kill the wielder of it, and pray that it doesnt glitch out and return to whence it came when you do, also have to wait for the wielder to have it "delivered" to them after 1 turn or so which was also annyoing in warhammer 2 but oh well

You can also get it as the Changeling but then if you do that the elves can still take it from the building which then just takes it from you. So you basically have to wait for a non-elf to take that city
