Nemesis Crown in Grand Cathay?

I started a new Dark Elves campaign, I confederated Malus and he ended up with the sword of Khaine. Queue "hehehe, one man doomstack time", and since I haven't made a one man doomstack with the nemesis crown, I decided to invade the old world and send Malus to go claim it.

The turn after I landed in Brettonia, I get a message saying the nemesis crown is in a territory owned by the Western Provinces. "How odd. Does Cathay have a foothold in the Empire?"

Several turns later I've taken half the Empire and get a notification that the crown has been claimed by Gelt... Who is still in Cathay...

Apart from my tremendous frustration that the first time I've tried to go from the crown it hasn't spawned in the Empire, I am a little confused.

Is this supposed to happen? It was my understanding that it only spawned in the Empire? Or did I misunderstand how the crown works?

In my experience it normally spawns in the empire the first time, after that I have also seen it spawn somewhere in Cathay but that was after I had already sealed it once.

After the first time, I've seen spawn in the Badlands, Southlands, etc.

the crown spawns somewhere where there is nearby empire settlements, it may be related to major empire factions, so have to take this into account

on the empire, we have elspeth and karl franz in the old world, usually when i play empire the first crown spawn is somewhere near her or me or even as far as vlad or festus.

on the second respawn of the crown, ive had it appear in several places, the first time i had the messaging that it was "somewhere in lustria", like you, i was like "wtf it is doing there", the answer came when it was obtained:

on another ocasion, i had the crown spawn message appear somewhere in the dessert lands/araby, when it was acquired, the other candidate showed up: volkmar the grim

and on another ocasion, as you pointed out, the crown was spawned somewhere in cathay, where balthazar gelt was moved to, and only when gelt is played by the player does gelt has the choice to move back to the empire.

now ive seen the crown be claimed by other no empire factions in the surrounding area, but the search message always seems to be around one of the major empire factions

The Crown always spawns in the Empire the first time but after that it's completely random where it spawns.

Yep I got it quick randomly <gave me toggle option to keep or not> as empire playing Elspeth. I am newb player who does most of his battles the auto resolve way, lol. I just like gearing the Lords up and make em powerful. Once they OP I'll start getting involved in battles, lol
