Incidentally spawned cults can bypass the foreign-slot restriction, allowing you to have both an outpost and a cult.
But Slaanesh's Influence mechanic means their vassals should always be loyal no matter how much they hate you. This should obviously apply to Azazel too, but I think I saw it on feature-flagged on WoC in general.
But any vassals gained by taking a factions last settlement as WoC as far as I know are completely locked in and can't rebel no matter what their relations with you are.
Warriors of Chaos can't make cults. That's a monogod faction only thing.
