Agree with this. The base games will get you more factions to play, in the sense that the variation between gameplay styles will be larger. It's also the most value per $$ and you won't get prices this low anytime soon.
If you don't want to spend even that much, I recommend getting WH3 base only and start your journey there. There's a lot of different things when compared to previous TW games and you'll need to cast aside some presuppositions and previous experience.
Depends. If you will like this game and enjoy it for long hours, if you can find factions that you enjoy the experience and mechanics, so you will buy their DLC in future - yes. Especially since you can get all base games in a bundle with -85% discount. Pretty good deal if you will enjoy Total War + magic + monsters in obvious fantasy setting.
