I would like to know this as well.
So wait until either Warhammer Fest or the Spring Sale then if you want to get this game in 2024? I know that the Spring Sale is in 11 days according to this: https://steamdb.info/sales/history/ So hopefully everything Total Warhammer 3 related (DLC included) goes on sale for 90% off.
That's not going to happen. No actively developed game is going to be on sale 90% off unless they have a very very good reason.
Steam has several big sales through out the year, usually at least once per season or so.
This site shows you the sales history for the game so you can use it as a rule of thumb.

Looks like simple greed to me, you want to play it while paying less and don't mind buying from legally questionable sources.
That makes sense. I figured they wouldn't do it because GW is known for charging huge prices. But we're talking about CA here, not just GW.
Would -25% be the best we'd get for a sale? Or could something like -30% or -40% possibly be on the table? I'm personally hoping for some kind of price that would make getting all the DLC all at once feel like a great steal. Probably not too realistic though, as you said before about a hypothetical -90% sale.
For SoC 30 would be possible but I doubt it. 20 most likely, maybe 25.

Or just ignore the ones that aren't 50. It'll be only 2 of them.
Alternatively, if you're not in a country heavily affected by regional pricing you can check isthereanydeal.com, which tracks all authorised key stores and which will have slightly better prices than steam. SoC will definitely be 30% there.
