Damn. I missed that completely because I never tried using them.
Each battle you fight (factionwide, not just with Yuan Bo) counts for one tick, as does passing your turn.
Seriously...
Why the Heck does the Tutorial for this only Come AFTER I Spend it.....
IIRC it is 3 turns per charge, and every battle reduces it by 1 turn.
So if you can do something like 10 battles per turn, you can do both city upgrades about every other turn
(when you have 8 charges to bounce forth and back, so it goes from 4/4 to 0/0 and almost immediately 4/4 again)
Anyways, if you make your first T3 city a commercial one -> buy more armies, do more battles -> get fortress city to raise better armies faster -> repeat with comm / fort cities
If you also play the campaign on both continents, it snowballs pretty ridiculously.
Doesn't take long before you have all cities in Lustria and Cathay upgraded.
