Other than that it works the same way as it did; get some nice buffs for being in harmony, get buffs and debuffs for going to far into Yin or Yang.

Yin buffs growth, control etc. nerfs recruitment.
Yang buffs recruitment. nerfs growth/control.
Balanced boosts income. no downside.
A new city might want to be Yin to build up faster while a more internal one with recruitment buildings might want to be Yang for a while to build armies. Balance being the default to aim for in your central peaceful regions.
You can also now change buildings between Yin and Yang without completely demolishing them first and they still offer different things in their slot.
Or, you can just look at the yin/yang icon and it tells you if you are off balance and how to fix it.

Otherwise - always white (Yang)
While the +10 growth bonus from Yin looks nice, the research reduction is super-crippling. Turns required for research is always rounded down, so if you go from 100% to 95% then everything takes at least 1 turn longer to research.
Yang has almost no downsides in comparison. Recruitment AND Research? Sign me up!
Though you generally want to finish your provinces balanced, for the bonus income and -25% army upkeep. Unless it is a fully dedicated recruitment province in a good spot.
Basically, "Yin" sounds soft and feminine, so i associate white.
While "Yang" sounds more mean and manly, has to be black.
Like "i'm gonna stick my Yang into your Yin"
Kinda kept mixing them up for most of my first campaign...
