Skaven actually only have undercities. So if this was lore accurate, the skaven settlements could always exist below normal settlements or ruins.
But then you wouldn't get the special benefits from them you get right now, so they made them a seperate feature like the pirate coves, the sanctums and the chaos cults.
Yeah I don’t see why not. It’s just another city to another faction, you can war over skaven so. It would be very skaveny also.

One of the Gotrek and Felix books has them being employed to patrol the sewers and they bump into skaven.
