Undercity removal
Paying money ( to who? ) to remove an undercity is such a lazy lazy CA move.

An undercity isn’t a farmers market where you kick the stalls over, you should have to gather an army and have a battle.

This is a bit of a weird design choice in general.

Skaven actually only have undercities. So if this was lore accurate, the skaven settlements could always exist below normal settlements or ruins.

But then you wouldn't get the special benefits from them you get right now, so they made them a seperate feature like the pirate coves, the sanctums and the chaos cults.

Yeah I don’t see why not. It’s just another city to another faction, you can war over skaven so. It would be very skaveny also.

Unfortunately, this is not HoMM or AoW where you actually have an underground level/underworld...

Not your own, but yes on other skaven cities.

It's a generic "you are paying for the required means to destroy this undercity". Perhaps it's paying some mercenaries to go down and clear it out, perhaps there's a nearby river so you're paying some workers to divert its flow down the tunnels and flood the rats out, maybe you pay the local alchemists to concoct a poison gas extremely lethal to skaven, perhaps hiring a group of wizards to magically collapse the tunnels.

Your're paying the sewer jacks to go down there and burn all the skaven stuff. Basically civilians with some torches and cudgels. The city watch might also help if it's deemed bad enough.

One of the Gotrek and Felix books has them being employed to patrol the sewers and they bump into skaven.

Agree, specially if you like Skavens ~ gives a pretty neat description / introduction of their behavior and mindset (which is pretty funny honestly <3 Thanquol and his scooby-doo squad)

is it me or doesn't also not make sense that you can establish an undercity with one rat?
but removing it with gold is the only issue here. kinda feels like cherrypicking
