I'd love to see Kurt Helborg as the legendary hero, especially as he would become recruitable for every other empire faction too, but I feel like the easy one-two combo of Elspeth von Draken and Theodore Bruckner is obvious.

Or maybe we are all bamboozled and it'll be the Dogs of War that are the Empire reps in the DLC?

Either way, all the stuff I read suggested Emmanuelle was a more behind the scenes figure, which I think would be boring for the average player. I think it's most likely to be Elspeth out of these two options.

Yes, her decision to make Nuln it's own elector state by bribing Karl Franz. Wanting to cut herself of from the rest of Wissenland, only desiring to rule over Nuln.

Her "election" to elector countess only being made possible because she tried to seduce a married man.

Her claim that gold is what wins wars and not strength of arms.

Do you have any evidence that she's the reason that Nuln was so successful with the Imperial Gunnery School, or you know it was already successful prior to her rise to power.

Elspeth von Draken is the only logical choice for legendary lord, if only because she's quite unique with her Carmine dragon.

There is already Gelt. She is no different except for the mount and the school of magic. Lord Mage is already in the game, with Gelt the Patriarch, and Elspeth is a possible renegade, necromancer and vampire.

You've not proven that she is a strong politician. Other then being placated by her mother, name 1 political move of her that succeeded.
Did she succeed in making Nuln a separate state?
Did she succeed in becoming the new defacto emperor when Karl Franz vanished?

She is born into wealth and her position and is one of the worst leaders of the elector counts.

The only logical choice for legendary lord is Elspeth von Draken.
