Because if ppl just base this of mere existence of zanbaijin might as well said that Sisters of sigmar are coming cuz of Mordheim in the game.
Also in a relatively recent interview with Andy Hall he was straight up asked about Tamurkhan and pretty much said it was going to be him without outright saying yes. So yeah, it's going to be him.

It was quite a bit more explicit, I recall. A dev was asked in an interview about whether Tamurkhan will be in the game (I think the questioner said something like "a maggot who goes around possessing its host"), and he said something like "we will have something like that." I am sure people can find links to that interview, as it was plastered around everywhere.

In the interview the interviewer asked if a certain maggot lord will come (not precisely asked on behalf of the dlc as I got it) and the interviewed said if the interviewer would like it then he (the maggot lord) will come
