Just mod away. There are at least several(^^) mods to change positions. If I have to bet, CA will make new Total War game, before adopting this. I would stop playing a long time ago if mods didn't exist.
Nobody said you have to use overhauls for whole factions. I got mostly graphical ones (Slaneesh corrupted Miao Miao is must have) and Mixu unlocker + Legendary Lords + Legendary heroes by Stratovarius.
Really adds flavour and more factions to play or defeat. New factions have unique start positions as well. Even standard factions will throw more interesting lords and heroes at you. Still feels very much vanilla, with some chocolate bits here and there.
But it was last updated in January so take that for what you will. These mods have some quirks, like your old wars still being active so causing the AI to do some stupid things. And really doesnt suit factions with mechanics tied to the map, like dwarves and Tomb Kings.
It would off course require some work, but considering that they don't have the huge fly over introduction to them anymore (in immortal empires) it should feasibly be do'able without costing the devs a fortune in development costs.
