Cant form Confederation with Jade Dragon
I bought the shadows of change DLC specifically to form a confederation with the Jade court. Initally I figured I couldn't because it was locked, but even after purchasing it there is no confederation option at all. Is this real because I'm returning the DLC if so.

You can confederate with him. It worked for me. (no mods)

You can in a new campaign for sure but possibly not your current one. Weird of you to buy SoC for a campaign just before the update that improves it though.

Hardly doable unless I missed a steam policy change, namely the one that excludes DLCs from refunds.

You an get a refund for DLC.

DLC purchased from the Steam store is refundable within fourteen days of purchase, and if the underlying title has been played for less than two hours since the DLC was purchased, so long as the DLC has not been consumed, modified or transferred.

Not that it matters really, since you can confederate Yuan Bo.

Thx for the exact details but it does'nt change much of what i said - he would'nt be able to refund it unless he played WH3 less than 2 hours in total ... not 2 hours with the DLC.

Not that it matters really ...
Yep - wasnt my point anyways bc of that, it was just a general info bc he seemed unaware of it.

It's 2 hours of playtime since purchase of DLC. It says in the text I quoted.
