I am not sure it is 100% correct. For instance, Shadow Walkers do get red-line boni even though they are limited to Alith Anar's faction. There may be other examples but it's been too long since I played.
Also, as Obsidian mentioned, a LL may have (a) separate skill(s) that buffs their faction's specific units. E.g., Drycha and Rakarth have skills buffing their beasts considerably.

Another indirect exception would be the Chaos factions, at least for Tzeentchians.
Chaos Lords and Daemon Lords have completely different red line sortiments. One of them actually buffs the RoR Aspiring Champions (Severed Claw), although it doesn't match the described units in the tooltip. Since regular Aspiring Champions are not part of the actual Chaos roster, they are a WoC unit.
Could explain the tree forests on many maps that are just the same sized circles of trees over and over again
Mother Ostankya's faction has bonuses for spiders already, spiders are great early game unit
Defence Melee defence: +10 for Spider Hatchlings and Giant Spiders (all armies)
