Zhao Ming can solo a 20 stack of skavenslaves and clanrats (if not more), or you can hit the respec button and get lightning strike (situations like this is exactly why you want it).
The skaven do not ONLY use slaves they have mid and 1-2 high tier units too. They are doing it with out even having a single full province and even if you destroy them they have enough left over to create new ones in a few turns. This is not even close to what you are describing.
Zhao Ming no he can't. What you are talking about is a high level legendary lord, not turn 10-30 when the skaven already do this bs.
It's been like this since TWH2, and I honestly really like it. Once you know what you're doing, setting massive numbers of skavenslaves on fire is very satisfying.
Hell if you are Cathay, your legendary lords can melt the rats via spells or dragon.
If they brought slingers just...ignore them, your Frontline SHOULD be armored enough to not be an issue, if it's eshin just use your own ranged on them.
Of course it matters if the units doesnt cost them anything! Number of provinces doesnt matter.
The AI does not have endless money. They have on the higher difficulties more background income than the player, reduced upkeep & does not have to deal with the supply upkeep, but thats what you sign up for when you choose anything above normal. The AI will always try to spam out what it can and it have always been this way for all the factions.
Any race with cheaper units can do the same thing.
Again, it really does matter.

I mean, you say GRIND... but that is an attitude to it
The AI only exists to engage YOU, the player and make you feel like a genius when you win, that's why it does so much irrational stuff when it gets in contact with the player. THIS is as good as it gets when it comes to AI, the very shaky illusion of multiple factions.
I would LOVE to see one of these AI projects actually play a game like this, from the same interface as a human would use.
In game 3 the AI economy buffs depends on the AI's "potential" value.
The difficulty sets their base potential, then other in game factors during the game (including some random chance) adjusts this value. At 0 or lower potential they have no economical bonuses. At 120 or more potential they have a -50% upkeep bonus.
There is still some bonuses directly tied to the difficulty (not economical), but many buffs and debuffs of the AI have been moved to this new "potential" system.
