VC channeling stance bug at a neutral VC territory

I am playing Vlad`s campaign and I noticed that channeling stance provide no replenishment at all when I step into Kemmler`s territory, which is neutral to me and has 100% corruption.
I tried making an alliance with Kemmler, and the replenishment was on.
I tried declaring war with Kemmler, and the replenishment was also on.
However there would be no replenishment if I am neutral with Kemmler. So I think it`s probably a bug, just not sure if it`s caused by the mods, or it`s vanilla.

Vanilla issue. Though if any mods you're using affect the stance, or its effect, they would have to have the error too.
Vampire Count and Dark Elf Channeling stance's Replenishment in Foreign Territory effect is only enabled while in enemy territory because its scope = general_to_force_own_enemy_territory.
