Legally unenforceable, mods fall under fair use.
There is a good one for medieval 2 but it would be absolutely awful to play after warhammer TW. Very dated.
I think steam also rolls over on this kind of thing just to be safe. When in doubt, remove it.
As mentioned above there are problems with it for TW WH, hence why Dawnless Days (earlier Rise of Mordor) is coming to Attila and even there it was problem doing a Lotr-mod why it got name-changed and is not on steam.
Looks great though, cant wait for the campaign to be released which will be soon :)
