Report a translation problem
A lot of people will say 2, but I think they've got rose colored glasses on. They don't see as big a difference between 2 and 3 as there was between 1 and 2, but the simple fact is there wasnt that much left to improve.

2 feels like more of a complete game. It's missing stuff/has fewer factions than WH3, but is generally in a better place.
Note that this assumes buying a significant amount of DLC. If you're on a smaller budget:
WH2 has a better base campaign (The Vortex), but you need WH1 to play the larger campaign (Mortal Empires). There's four base game factions, though you probably want to buy at least the first two Lord packs to flesh out their rosters.
WH3 has a worse base campaign (Realm of Chaos) but you *don't* need anything extra to play the larger campaign (Immortal Empires). There's seven base game factions (maybe eight in IE, I think everyone get's Be'lakor), though you probably want to buy the Champions of Chaos DLC to flesh out the roster for the Chaos factions.
On a budget, I think WH3 is better because of Immortal Empires access. Otherwise, it's really a preference; WH2 is an excellent game in it's own right, so I'd probably recommend it for a new player if you just want to get a taste. But if you're willing to dive right in, just go straight for WH3 due to more content.
Or of course just buy and play both.
I think ill start with 3 then, i don't mind content being added for years afterwards- as mentioned i play Paradox games which are very similar in development style.
I don't care about the story too much in strategy games, but that may change my buying decision as i would want to play through the whole storyline.
the only campaign full of "story" is the tutorial in game 3, the rest is like whatever, and technicly game 3 is the begining of the "story" (not that it matters, since again story aint the focus anyway)
