A lot are legit peeved about price of DLCs now.
Rest mix of preference or had issues with bugs.
So I dunno about reviews as a barometer unless taking time actually read them and what their points, sorting out mald and meme reviews as go along. But can say going off my playtime, especially on sale, without a doubt this game is worth the price, without even needing a single dlc.

I would say - ignore the reviews, there is nothing comparable on the market. Assuming you understand the typical Total War mix of turn-based world map strategy and realtime battles.
Also be aware that the full experience requires Warhammer 1+2+3+ all DLCs. And the DLC development including overhauls of older factions won't be finished in quite a while.
It is simply part of the replay value that the game has such an incredibly huge amount of factions all coming with their own special mechanics.
And since Steam just sent out its yearly metrics, in fact Warhammer 3 was my most played game this year.
You can get it for less than $27 at some places and it is probably worth that. You can get the first two games super cheap though(both for less than $30), so maybe start with 1 and 2. Just install 2 and all the content from 1 will be unlocked, except the story campaign which can be skipped IMO.
Get 3 when it's below $20. This stuff only gets cheaper with time.

You mean all the recent downvotes from people complaining that they need to buy it for Warhammer 3 to function properly?
The word "recent" means a lot of things that depends on the context, I'd suggest reading previous things to understand the context involved.
Hard disagree here. All of the factions (DLC and 1+2+3) are in the game if you play IE in WH3. Even if you aren't playing as those factions you get to see them on the map and play against a very wide range of units and lords.
No it isn't... If you are looking at a sample of 250 reviews maybe... And even that small group has 66% positive.
WH3 has had issues from the start. I personally still hate what they did to settlement battles. Many did. Many have had issues with the base campaigns since day one. There is no set period where you can find a mostly positive review grouping for WH3.
Edit: I will add that I don't care at all about whatever the recent drama was. I would recommend new players to just buy WH1 + 2 and play WH2 for 500 hours before considering this game though. I still think it's the better experience, and still gives great value. By the time you are done there, this game will have more, or all, of it's DLC. It'll have bigger sales, with more of the DLC getting the 50%+ off. In the end, I would recommend WH3 in this scenario though, as it still offers some unique fun. It just didn't live up to expectations after the masterpiece that 2 was, for me and many others.
Exactly, I'm not sure how all those folks holding up TWW3's mixed reviews as proof that's a bad game and herding them to TWW2 would feel about that. That their golden boy has mixed reviews too.

For actuall gameplay, check some Youtube video "without somebody telling You, what You should think" and make own opinion, if this game is Your "cup of tea"
