I am strength rank 1, Yuan Bo is 5
Shouldn't this option be visible as a placeholder in the diplomacy menu? Or does it only appear with 100% probability of confederation? (I hope you understand what i mean) :)

That's your strength (green) compared to them (red).
You want the red part (their strength) to be as small as possible to increase your chances to confederate them.
And yes, as mentioned before, you actually need the related DLC (but I assumed you had it).

If you dont own their specific DLC you cant confederate them, so if you notice an legendary lord not having the option, you likely dont have the DLC
And if you struggle finding the DLC just type "total war warhammer (legendary lord name)" in google and you'll quickly find it
