Does not matter if Vlad is beating your soldiers, a zombie unit, a terrorgheist, or all 3 combined. Fear will only inflict -8 leadership.
Encourage, the aura your lord and heroes have offsets this. The priest hero and lord has Benediction. Which gives them a +8 leadership bonus to their aura.
Basic Empire melee soldiers have 60 leadership. While halberdiers have 70. Greatswords have 75.
Routing requires 5 consecutive seconds of negative morale. Terror can only happen at 13 leadership and confers immunity to further terror for 30 or 60 seconds.
So your soldiers did infact not instantly route.

Stacking leadership penalties like that can be tremendously effective.
But if you would have comfortably won the battle anyway, fear isn't going to be decisive unless you are very good at using it.
But that's not what the OP seems to describe, where his entire army runs in fear at the sight of a few skeletons.
I kind of assume the OP is kind of aware of this but had an annoying loss and rage posted here. This doesn't tend to lead to nuanced or reasonable posts. I wouldn't put too much weight to it, or for that matter, lambast him. Or her, given it's 'Athena'.
Example Dread Incarnate, Nurgle's Foul Stink and such.
IIRC, in Warhammer 2 there was this meme army with 19 Bray-Shamans all having Nurgle's Stink which instantly routs every army on battle start.
