Very few came to fruition.
You'd be better served to treat whatever they say as having less value then the ramblings of streets hobos. Having expectations leads to disappointment. Also, strangely enough, even having no expectations, they somehow manage do disappoint.
So probably not happening ever.
Which they also used with "rework" but well, do you see any reworks in the SoC update?
What did Kislev get? A new commandment... is that a rework?
What did Tzeentch get? Finally fixing half his main mechanic.. QoL patch to the other main mechanic.. is that a rework?
What did Cathay get? Remove global yin/yang balance for province wide yin/yang balance.. does that count as a rework?
If you answer is no to all three, then congratulations, expect that much for the upcoming Empire 'rework'.
Remember the reworks of game 2?
The first empire rework where they got a new mechanic
The Greenskin rework that gave them a whole new and more fitting mechanic?
The Beastmen rework that made the race, fun?
The Woodelf rework that changed how they play on the campaign map completely?
The Vow update for Bretonia?
The food rework for the skaven?
The Dwarf runes and forge mechanic that got copied over?
The Vampire bloodkiss?
The nors- wait they didnt get jack all
Or the reworks that came with game 3 prior to Soc?
The warriors of chaos rework?
The rework of so many lords that made them more unique? (Queek, Tretch, Ghorst, Manfred and so on)

As for the AI dodging stuff, I certainly don't hate the idea of it, the AI is just too good at it. They need to just slow down the reaction times a little.
The way the AI refuses to get bogged down and can slide through several units at a time is far more annoying in my opinion. Not to mention break away from combat constantly in a way that leaves a lot of monstrous creatures basically unable to attack archers/gun lines.
these are all things the player can do as well, it's just the AI is able to react faster because it doesn't need time to think, unlike us humans
As for Empire, I've been playing VH/VH and cleared out all the main enemies (rebels, orcs, kazrak, festus, and vampires) by turn 30. Confederated Gelt and Boris and have +5 IA and way more prestige than I need. There are some tough battles but it's doable and my mortars are working just fine.
