Yeah if you're close just move.
Greenskins get both local and global recruitment from some of their buildings (T4+) and they can recruit while raiding / replenishing.
Donno if this mod works it hasn't been updated in a while
1) You have some duration reduction making it one turn (a legendary lord/hero skill or faction effect, or it is the basic unit of your race and you have 10+ settlements, or it is super lategame and you've built 10+ barracks for this unit).
2) You hire extra lord to do the hire a few units (at most as many as you have slots), so that you don't have stop main army. Then he force marches to deliver units to army.
3) You play wood elves. They get -1 turn, -50% cost (so, local cost) global recruitment at outposts with right building. This means 1 turn for 1 turn local units, and 3 turns for 2 turn local units. But wood elves can easily reach 20+ global recruitment slots to hire full armies in one go. Even if you hire 19 waywatchers for the army taking 3 turns, you only pay upkeep for the lord (and supply line) while doing it.
What you never do, is to stop a big army to do 2+ turn hiring into it.

Four or more turns to fill one slot is almost never worth it, no.
However, some factions can get 20+ global recruitment slots meaning you can get an entire high end army anywhere on the map in 4-6 turns which is insanely good. If you recruited it back "home" it'd still take 2-4 turns and then half to walk across a huge part of the map.
Or just with the fact that spells can be overcast.
