He also has better Eshin units than clan Eshin......depending on the used metric.
I guess it comes down to the fact which properties are the most important to you.
Fear and Terror only effects stuff in melee range (not ranged attacks) so wouldn't both effects do very little for rattling gunners? I guess it could potentially be useful for scaring away units trying to jump them, perhaps it might also make some units flee or break before they manage to tie them down in melee.
Don't think the flesh labs have anything that effect ranged damage. Other then perhaps perfect vigor. So i think Ikit still claims the win on this one, that said Thrott can likely make some interesting combos (He does have some Augment that reduces melee but makes a unit hardier. So you can likely get rather tanky rattling gunners with him).
With that out of the way, Throt is definitely better at building other types of troops. But when it comes to weapons teams, Ikit has no competition.
Having perfect vigour + regen is decent.
Being able to ressurect dead models once per battle is quite good.
20% physical resist is never a bad thing.
15% movespeed + strider is handy.
15% spell resist + 20 armour is also quite nice.
Though the best on Skrolk can give ranged units, is vanguard.
In the end, you want your ranged unit's to be better at dealing damage first and foremost. Moulder doesn't help their offensive other then perfect vigour.
Ikitt on the other hand will without fail give all ratling gunners endless ammo. 15% faster fire rate and 12% missile strength. The endless ammo also means your ratling gunners will always count for full power on the balance of power.
Bolded to make it more clearer that I did state that was the only offensive upgrade Thrott offers for ranged.
I thought terror was a aura as well.

The tooltips say:
"Causes Terror - This unit can cause terror, making its melee target rout for a short time. Units that cause terror are immune to terror and fear themselves."
"Causes Fear - This unit frightens all enemy units, reducing their leadership when nearby.
It is also immune to fear. Fear penalties do not stack."
