Kairos all intents & purposes skill

I've came back to Kairos campaign recently and saw this skill (all intents & purposes) with no effects, I know they "reworked" changing of the ways. But they really did delete this skill effect, and it does absolutely nothing now?
I don't know why im even suprised with ca by now

yeah, but none that interferes with skills. Although i've tried new campaign on vanilla to be sure, and still got same result, empty skill

Unmodded it says -33% cost for track army and reveal shroud for me.

I switched my game language to english and yes, there is now description for that skill. So it is just a traslation issue.

For Polish players looking for solution. Skill works despite lack of any description (I've compared cost for track army and reveal shroud with and without point in that skill).
