The only difference is that they wear beards as disguise.
What we need is a DLC that adds Halflings and Dogs of War (a new major faction in Tilea). Most of the Dogs of War roster (which includes halflings) should be recruitable by most factions (with some obvious exceptions, like no vampire hunters if you're playing VC, and probably no orc mercenaries if you're playing Empire or Dwarves), except for Bretonnia as they consider mercenaries to be dishonorable. Would add a lot more depth to the game.
I can see Empire in particular having a special tech/lord tree devoted to mercenaries, since they rely on them quite heavily in the lore. Cathay's caravans, too, as well as Kislev, whose roster is composed largely of mercenary Kossars. Now that allied/vassal recruitment is a thing (though the allegiance mechanic needs a lot of work), mercenary recruitment is the next logical step, really.
The halfling unit roster is hilarious (it includes goat riders, hot pot artillery, and housewives), and making them available as mercenaries to most factions would be amazing. Even if their stats suck (except for halfling thieves which would have amazing stats).
That's going in the book!
They're really a bit bigger in Blood Bowl than in WHFB.
They really don't fight wars of their own, but they may have regiments supporting the Empire, so they could be added as units and heroes recruitable in the Moot, theoretically. Probably wouldn't happen too often even if it was an option though.
