If we are talking with all the DLC and extra content (You need game 1 + 2 + 3 + all the DLC in order to be able to personally use all factions in game 3) then we are talking more like 450 euro (slightly less) on Steam without a sale going.
But then we are also talking the content from 3 games with ~24 races/armies (admittedly with some unit overlap where units are in more then one roster, especially when it comes to chaos races/armies) and 90+ legendary lords all with their own faction (Many of those factions have special mechanics that effect the races game play a lot).
Thanks to a very consumer friendly move, which some angry and egoistic fans opposed, Creative Assembly opened the main mode with Warhammer 3 only.
So you need only Warhammer 3 to play the world map which include all the regions of all three games and all the factions as NPCS.
You only need DLCs or previous game to play as specific factions.
Like You have the choice to buy the top model with all extras, or the low end model, with no extras to show that You´re not willing to pay that - or perhaps can´t. But the crappy car also brings You from A to B. It´s the same that You don´t need more than one room in Your flat - and houses are not so energy efficient. No need for that. That´s why people are usually humble and buy only the basic version, which is really needed, of everything.
Nonetheless there are much more expensive games on steam, and this seems to be somehow the grand strategy pricetag, as most people spend a few thousands in their PC, or some plastic figures, to play these games to begin with.

Most people buy the DLC's when they come out, so they acquire them over a period of time. There is nothing wrong with a healthy size of content, all of which are optional that you can pick and choose which to buy and which to not.
There is no DLC's that effect every race/faction, its not like a paradox game where they add game mechanics for all.
The AI will get everything regardless to if you own the DLC or not (so you will face it all as enemies regardless) and you won't be able to use stuff outside of the race/faction you are playing anyway.
So you won't be using the majority of the DLC's in the same campaign, thus you hardly need it all right away.
You also do not need to buy all the game's content. You can buy the base games on sale, and then buy DLC according to which factions appeal to you most. All the content and updates show up on the world map to play against, regardless of purchase, and there is a lot of free DLC content.
And of course You can get niche games with a similar or bigger scope for 30,-€. But not grand strategy. Neither AAA, while the latter isn´t a sign for quality any more, but money making.
Mostly in pieces over a long period of time enjoying a very long series of games.
Taylor Swift concert in London next July is currently available with the cheapest tickets running at 500 US dollars, again I can guarantee you that there will be very few empty seats.
The 4 day pass for San Diego Comic Con wil cost 1.800 US dollars and again there won't be many unsold tickets.
These are just three examples of outrageously expensive things that easily fall under the category of "Who would ever spend that kind of money?". Certainly I wouldn't but that's not the point.
People that like certain things and have disposable incomes are generally going to spend money on those things.
In this particular case we are talking about a luxury good and one that is entirely based on the entertainment value of the product.
You might find the price outrageous, others might find it perfectly fine or even a bargain.
You might not draw *that* much enjoyment out of this particular investment, others will.
There is no rule that says that any product must appeal to 100% of the people nor is there any rule stating that you personally must purchase any game that comes out.
If you feel the price isn't right move on and/or wait for a sale.
If you feel the price of the individual pieces is too high but you can't justify spending all that money together, then don't: set aside 20 bucks a month and purchase one piece at a time, just as most of us did throughout the past 10 years.
You could do the same with games, if You wanted it to be exclusive things for rich people, instead of sports for the masses. People would buy a 2k dollar game, and be it only to be able to say that they bought that game.
You could also have all cinema tickets sell for 2k euros, but usually people with that money have a cinema at home if they´re interested in movies.
And i wouldn´t count games as luxury good. They´re basically as old as humanity - one can say they´re basic needs, even if not necessary for survival, as it´s said that having the right micro and macro nutrition per day will keep You alive. You don´t need a roof over the head either, as people are able to survive without it, or social contacts as a grown up, or money if You grow Your own food and don´t live where i live.
Nonetheless it´s up to the dev or publisher to decide a price, and then the costumers can buy it or not. If people buy it, the price will stay the same, or go up - if people don´t buy it the price will go down, or the product isn´t produced any more.
