Is Harold Hammerstorm Bugged?

Hey not sure if this is an issue on my end or not but I've tried on two different campaigns and I cant seem to unlock this hero. I get his quest but once I complete it it says mission successful but I never get him. Anyone else having this issue?

In the campaign i played i got him. He´s pretty OP i´d say. All You need to do is to build that building i guess. I´m unsure if it has got a second step. Could be. Some kills in battle or something. But could also confuse that with the other guy, who is no so OP. Did it with Kholek, who on his own is OP enough.

There is or was (unsure if its fixed) a bug that made it so that the AI factions also could get the legendary heroes (even if you played a faction that could get them, they are supposed to be locked out in such a scenario) and if they got them before you did, you wouldn't be able to get them.

Edit: Hm. Confused the questline for the Tzeench knight with Harry. I just finished his quest (Harry's), and he just popped up next to my LL.

Silly question: Are you playing aWoC faction, or a demonic faction? He's only for WoC.

I am playing Archaons faction. I do have mods but none that should touch this. Its mainly just Radious and then a few that tweak siege battles to not be the worst thing on earth.

I will say that my mods dont effect any other legendary hero in the game so Id be surprised if its them for just this one hero.

Last night I recruited Harry while running an Archie campaign. Did you get the Tzeench knight and the Tzeench scribes?

Not on this specific campaign as i paused it to try and see if I could figure out what was going on. I have gotten them both in other campaigns that I have going on atm.

Might be mods as well but just encountered the same one, was playing... My mind is blank sorry, the dragon orge lord f*** it if i can recall his name..
And same thing i got to the last step, and there never came a battle as a follow up.
And yes i am also running mods.
