It's normal, your machine can't support the strain of both the game and video streaming.

You may close some tabs, try some less resource hungry browser or reduce the video quality (if you leave it on auto it usually lowers it automatically when it can't keep up).

Loadings in game may also desync your video and audio streams.

Depending on your system you might need to adjust a few settings and like Mepho stated try not to use chrome or something in the background because it can hog resources.

I've got a 4070ti and a 7800x3d and it still lags so i'm not sure there's much to do about it.
