If the faction who offers the peace treaty has existing ties to another faction you're still warring with then that peace treaty is likely to dissolve much faster because you're beating on their ally and there's a chance that ally will pay them money to war with you again which I have to assume still happens between turns even between the AI.
If a race has a severe aversion to yours then it's also likely to dissolve faster since they have a permanent debuff to relations to you that runs deep in the -100's.
If you're warring a faction who had no business warring you in the first place or doesn't have penalties that go too far negative then that peace is likely to remain and/or grow. Especially if you're warring someone they don't like.
Once Ying was out of the picture, I tried to go after Ninja Rat BUT Vilitch and Lokir declared war on me again. Pushed Vilitch back over the bastion ate up more of Lokirs territory when, guess what, they proposed peace.Which I took because grimgor decided jump into the fray.
So I defended against grimgor and while I was man handling him, ♥♥♥♥♥♥♥♥ vilitch and Lokir declared war again. So I said. ♥♥♥♥ this! Held off grimgor, while I made extinct Vilitch and Lokir.
Thats when i learned that making peace is only a 10 turn temporary reprieve until they go to war with you again. Just make sure you can handle multiple fronts when ♥♥♥♥ like that happens.
As for Skaven, they will back stab their own kind in the story. So the game developer will probably implement the same kind of behavior in the game is not a surprise. LOL
Never trust a peace treaty from your faction natural enemy in the story.
For example if you play dwarf when a Skaven ask for peace it just mean they are losing the war, so just reject it, push forward and destroy them to put an end to their misery.
But then, as Tomb Kings, who are my natural enemies?
I noticed some factions hate me just because, for example Malekith and the White Dwarf declared war on Khatep at the same time during my campaign.
I can see that Malekith seeks to expand and would declare war to anybody, but what's the deal with the White Dwarf?
As Settra, I wanted to expand VS Exiles of Khorne and Bloody Handz, but then Ironbrow Expedition keeps being on worse and worse terms with Settra.
I guess, that since Settra is a tyrant, he's not too loved by default?
I'm learning a lot about faction relationships by reading the lore, they truly are fascinating, especially when you find out why, for example, High Elves dislike other High Elves.
