You need to only build on SAFE location, where you are SURE that AI can't take any settlement. Other provinces are there just to create a little wall for AI, to let them take attrition damage.
A fully builded nurgle province could provide 6k of income, and you usually take 6k after a battle and 20-60k when sacking settlements (with the plague that increase sack income).
This is how you play nurgle, you have to always fight, sack, conquer and build on safe location.
Also remember that while military buildings are expensive, you need to only build once and they provide the best income when reaching high tier (especially the advanced one).
He's just terribly designed.
And remember, the only reason you can even get away with this is because the AI is pacifistic and cowardly. If it put ever so much more pressure on you intitially you'd not be able to do anything.
There's simply no denying that Nurgle's design is horrible and unfun.
I think he is very strong if u use him right. Early enemies wont do so much if playing right. especially when you play with 2-3 kultist which can summon the portal vs any range units. But next update nurgle will receive some love
