Done everything, still no Ulrika

Yes my account is linked, it has been before and i checked and it still is.
Boris is level 20+, iv built a Frozen Outpost.

The dilemma/quest is not popping up.
Are there more secret things i have to do? Reach a certain number of turns or something?

I think you need to save up 15.000 gold as well.

Ignore my previous comment. I copied an exact text from how to do it after a google search;

"Get lord to level 11. That's the easy part. This should prompt a quest called 'Slaughter on the Steppes'.

The first quest will demand you either construct a Frozen Outpost if you're Kislevite, or Tall Walls if you're Imperial. That's a tier-three building in the minor settlement defense category, so start working toward that while you're ranking up your lord to level 11. If you've already built one, no worries. That quest will auto-complete and the second will appear.

The second quest is Bait the Bloodborn, for which you'll need to save up 15,000 gold in your treasury. Once that's done, a dilemma will appear on the next turn called Ulrika the Vampire. That's right, Ulrika is one of the undead, and you'll have the option to either recruit her or execute her for a 10-turn boost to growth and control. Of course you want to choose "recruit" to finally unlock Ulrika, at which point she'll appear beside your lord on the campaign map."

Maybe you just missed some minor detail in there somewhere? Hope it worts itself out.

check if u have her in skirmish/unit browser to see if the account is linked and she is ingame..normally u have to build walls t2 and then the dillema pops...if she aint ingame restart steam and/or verify the game...sometimes there could be some minor flaws

Seems to be broken then? I had no issues with it, but I know people have though. Can't speak for them =/ And yeah, like the above comment stated; Check if she appears in your army roster in a skirmish game. If she doesen't your account linking has failed somehow. If so, try verifying your files. I know that solved some of the free lords for me back in Warhammer 2 when they didn't show up.

I can use her in skrimish, also the new hero that came out today is there.
It seems like a restart was needed. Buggy game :P

Restart was needed, I guess small indie company has problems with bugs. ;)

Fun fact, the quests popped up and all got instantly completed since i had met all the requirements, a popup said "Ulika recruited" but she has not spawned and i cant recruit her.

Might have to wait a turn. I think a lot of stuff happened a bit too fast for the game to keep up there xD If she doesen't show up in your hero list after that then yeah... it's most likely broken. New game I suppose.

thing is, i had done a campaign with the empire just before, and unlocked her fair and square
Redoing one with Katarina this time, quest work, said "ulrika recruited" too, no spawn, waited a turn or two, no spawn
Reload the save the turn before, no spawn
Seems it might be a bug
