The hero version effects "heroes of the same type" and i would assume faction wide.
OP: I'd say that its likely exalted heroes.
This should not be super hard to test if he already has a good amount of XP. Make sure he is the only exalted hero in an army. Recruit a new exalted hero or make a note of the XP level of another one. On the same turn fight a large battle Harry's army. Check to see if the other hero was fed any XP from Harry.
