when the battle first starts, the difficulty level applies to how many units are placed for each of the three armies to deal with. On normal difficulty, Nakai easily deals with his opposing army, and you're supposed to support the Slann on his front for an easy victory, then turn to face Harkon.
Harkon, however, is not beholden to the difficulty setting, and will reinforce with a full stack of units and plenty of supporting artillery and necrofexes. I was able to win with just Kroak and Gor-Rok surviving after the AI figured out how to use Cold Ones to distract the collosus long enough for my units to reach them in melee.
