Someone like grom is a beast on his. Someone like kazrak (last I checked) is better off staying on foot. Ikit's mounts can be good, with the upgrades, but you lose the flamthrower.
The idea is chariots deal a ton of charge damage, not well reflected in their statline. So if you micro them and cycle charge they can do very well.... but they will likely not be as good as a duelist.
in campaign, it can really depend on if you have other options, and if you have the micro to manage it vs enjoying just throwing your lord into melee and forgetting about them. Also, with campaign, chariots means you cant get on walls, and thats a real consideration for how many seige battles your doing.
another example is i dont mind rakarth's scourgerunner chariot, but I hate malekith's cold one chariot.
Since you mentioned volkmar, his chariot specifically is very strong, and totally worth it imo. Settra and hellebron have good other monster mounts that I personally prefer, but settra's chariot has been buffed since I last played TK's so that might be alright.
Also, chariots do best charging downhill and not in woods, so keep that in mind
