Lizardmen would be your best bet probably
The war mammoths are part of the Norscan roster rather then Warriors of Chaos.
It's likely Warriors of Chaos or Deamons of Chaos. Warriors of Chaos can access most chaos god monster units and have a few unaligned ones. Deamons of Chaos can access every monster from the chaos gods. That said, neither are what i would describe as "monster focused" armies. If you do go with Warriors of Chaos i would suggest using Be'lakor as your legendary lord since he can utilize more gifted units then all the other legendary lords (and most of your monsters will be gifted units).
Other then that my bet would be Lizardmen since they have a lot of dinosaurs and they count as monsters. Or perhaps Ogre Kingdoms (since pretty much all their infantry and cavalry is counted as "Monstrous").
P.S Worth mentioning that some legendary lords are suitable for armies focused on monsterous units even if their race overall isn't any more monster focused then the others. The examples i have are:
Rakarth (Dark Elves),
Throt (Skaven)
and Throgg (Norsca).
They are all monsters that need extermination.

to the OP, "most" does not mean "good". Vampire Counts have the best, not even a contest, simple because you can heal them. Vargulfs demolish infantry, vargheists demolish ranged and they are flying so you can rear-charge infantry for devastating effect. Crypt Horrors can grind it out in melee against most things. Terrorgheists can 1 v 1 pretty much any monster cause of their anti-large and passive regeneration.
As mentioned, this takes some patience and is not for everyone, still the "chad" option:)
