No, it sounds like you're being too passive and letting everyone else build up faster than you.
I really enjoy this game just don't like how the company somtimes gets greedy and doesn;t fix bugs.
The biggest suggestion is what he said above. Watch some you tube creators who have tips and tricks for factions. One thing this game does well is it has allot of depth to it. The one thing that it doesn't do well is have a in-depth guide on how all these things interact with each other.
They are doing blog posts now after game three, better late then never. The latest post with how terrain and height bonuses effect units.
This tells me it's a skill issue, especially with the lobotomized AI that barely ever pressures the player,
For example, in the Empire ME campaign, it's absolutely vital to wipe out the beastmen and nurgle very fast. But that isn't obvious because the beastmen aren't even visible at the start of the campaign, and the nurgle are so far away they don't seem like an immediate threat.
So really, it's all about finding those first few steps you need to do to secure your faction. And unless you want to look them up, it might take a failed campaign to do it.
And yes, as the others said, rapid expansion is very important. Try to keep expanding constantly. Don't slow down and let the other factions out-produce you. Even if you reach a point when you've got the strongest faction in the immediate area, and it seems like you are dominating, don't slow down. It might seem like a safe point to slow down and build up all your provinces before starting a new war to take more of them. But no, doing that will allow faraway factions to get really strong and eventually they will come for you.
(Skrag the Slaughterer)Big boi with cauldron has a very difficult start as he has so many enemies around him.
(Greasus Goldtooth)Big boi on cart has an easier start as the area is more defendable.
I would recommend to play something like Cathay first instead (they have easy to use armies, good infantry to hold the line and missile units and artillery to do the damage, on top of plenty of spells).
As Miao Ying you have an easy time. While as Zhao Ming you have to do a bit of diplomacy with the local ogres (focus on Greasus Goldtooth).
If you somehow own the High Elves, play Tyrion instead, high elves are a very easy faction to get used to. they got a good early game army with spears and archers, while they are also on their own continent. (easier to handle as not many enemies come your way).
No really. I can have a very good grasp of any faction after reading it for the first time. Maybe even "master" in some cases, by just reading.
You'll need to know the buildings, your adjacent enemies, your expansion route, your units capabilities, their upkeep, therefore army composition efficiency ,etc.
The skill tree as well makes part of the planning. And equally obvious any unique faction mechanic must be understood before start playing, in order to focus on their strengths.
May take a minutes or even hours, but if you do this before actually starting playing the game, then you'll be able to beat legendary easily, or you could run blindly and get wrecked and complain afterwards, because you lost in a strategy game, because you used no strategy or planning whatsoever, whatever fits the boat,

I'm not saying that you suck in order to be mean, I actually mean it, I used to suck at the game too, then I played more, and I realized that the game is actually very easy when you know how it works.
Immortal Empires is definitely not impossible, its actually easier than the other campaign on many aspects.

P.S: Ogres are not really good anyway (except in SFO mod) try something else.

By turn 22 you should generally have your starting area secured and start fielding some of your better tier 2 and 3 units.
It would also help to know which Ogre he's playing as well as the "Strong" factions that killed him.
