Archaon the Everchosen and Be’lakor can now confederate others Warriors of Chaos factions via a new settlement occupation option. This is triggered upon capturing their last available settlement.
Upon confederation, only vassals and Legendary Lords will be transferred; all other characters and armies will be destroyed.
It's going to be one of the options next to "raze", "sack", etc. WoC aren't like Norsca or Greenskins, it doesn't fire from beating them on the field.
Also, note the difference with other factions confederating: you don't get any of their other armies.
But my recent confederation order, on Belakor, on VH/VH, was turn 1, don't even fight, straight for the crystal. Teleport toward Festus. Festus > Azrael > Archaeon > Kollek > Villich > Create a crystal, back home. > Give Archaeon an Army and split Belakor + Archaeon toward Valkia and Sygvald respectively to death lock them. Last run, I had to avoid capturing a Fortress, because it gave me vassals, and Sigvald resurrected and started gaining levels off my vassals. Couldn't have that so had to savescum and re-do the tactic.
