Red line you may have to choose between either buffing your low tier units (if you're having issues early game) or thinking ahead and choosing the skill for the high tier units.
Sometimes you might have red line skills that buff both low and high tier units.
Yellow line is more situational depending on specific (legendary) lords or heroes and what you're going to do with them.

Blue line is great for movement speed, attrition reduction, replenishment, ligtning strike.
Red one buff those units you want to use in your end game army.
yellow line is good if you just want to make you lord 1 man army ( I usually leave this line for the last)
And unique line you usually want that if you want to play into strength of your selected legenary lord.
But everything is situational.
Like Lightning strike, it's great if you want to have 1 really strong army that fights multiple stacks in 1 turn. great against greenskins as lightning strike eliminates waaagh units from battle. But playing as gobbos you don't usually really need it all that much. Or as Skaven who ambush there it is also not really necessary.
