Nagash is outside the time frame of WHTW. Other than End Times which my understanding has been decided not to be used for WHTW. Nagash's last active period in WH was as a contemporary to Sigmar.
In a recent interview (like 1 or 2 weeks ago) they said they plan to support the game for longer than WH2 (which logically implies several more DLCs), and there are 2 more DLCs just this year.

Sure he isnt yet but how do you impement a guy who single handedly created the thomb kings, beat death and becomes a god in that lore destruction called end times.

Well last time he resurrected (not counting the end times) he was severely weakened (a pale shadow of his former self) for quite some time having to regather his power.
So you could just make it so that he recently revived and the campaign is about regaining some of his power (by gathering his relics for example).
