How exactly do outposts work?

Do you have to be in the province of the outpost to recruit from it? Or if you upgrade it enough can you do it globally?

Both, and it will provide allied recruitment options(sep menu from normal one) regardless of level, just get more options the more level it up.

iirc need to be in encamp stance or within a city to access those options (someone correct me if wrong tho)

It is separate, but it works like local recruitment wherever you can recruit.

Same rules as global, aka you must be in encamp stance or inside a city. There is an allied recruitment button right next to the global recruit button on the army panel. It has its own slots, meaning you could local recruit + global recruit + allied recruit all from the same army in the same turn.

The difference in tiers just changes what units you have access to. Tier 1 will only provide access to the units they can build locally from the city you place the outpost in. Once you upgrade to tier 3 you get access to their global recruitment, so it doesnt matter where you build the outpost.
