Going off that I bet chorfs been in dev for long time and ideally we’re planned for closer to launch of even just RoC.
It could also be that CA couldn’t fit the Ogres in the Vortex map so they put em on hold for WH3.

I do remember reading something about how post-release fixes for issues/balance ended up pushing the release of Immortal Empires and DLC back but only a month or two.
So we may have gotten the Chaos Dwarves in early/mid February or late January instead.
Between covid delaying everything everywhere from around 2019-2020 and the fact that Ogres, Daemons, and Chorfs where all shoe ins for game 3 considering they were full on table top factions with solid lore and armies, it seems pretty reasonable that the lot of them have been in the back of CA's mind for quite a while.
A little odd that the ogres ended up as unpolished as they are given how long they seemingly were in serious development though. "CA rushed them since they were the FLC" has been kind of the go to "excuse" as to their rough state but now that's clearly not actually the case. They probably still were just investing more of their time into the other game 3 races, but it's a bit concerning to me that ogres were actually "in the oven" for so long and still came out "under-cooked".
I know that rustles a lot of peoples jimmies when they hear that some content is developed alongside the main game then later sold as dlc since it seems like they're withholding content, but that's just how the business works.
The only other way to keep your artists and graphic designers busy while coders do their thing is to have side projects going on at the same time. Otherwise you have to lay off those people after main releases then rehire them or keep them on a limited contract basis. Lots of companies like to keep their talent in-house and full-time employed.
For example, firs the art team makes the units, but while they are doing that the gameplay team can't work on them because the animations are not finished so they don't know how units attack so they can't adjust values. So what does the gameplay team work on in the meantime? On something else. So once the art team is done with faction 1, they start working on faction 2 while the gameplay team is still working on faction 1.
Just like a painter can't paint a house while it's being built.
Didnt want to risk that stuff happening again, WH3 sure didnt launch in a good state at all. Having that repeat for a 2nd time would've probably been another huge nail into the coffin.
Just imagine the hype for ogres, just for them to not be playable in WH3.. it was a good call they didnt try the same thing they did with Norsca.
