So 1 and 2 don't need to be installed, neither owned for you to have it on your disk.
In tww3, its counterpart is immortal empires which only requires the ownership of tww3 and playing it.
All factions are playable on immortal empires since quiet a while.
You can only play tww3 stuff on realm of chaos.
No idea what you mean with "when 3 came out you could not play", other than that the combined map wasn't out yet.
Mortal Empires was the combined sandbox campaign using the maps of games 1 and 2. You'd need to own both games to access it and the relevant DLC etc to play the races/factions thereof.
Immortal Empires is the combined sandbox campaign using the maps of games 1, 2 and 3.
Owning game 3 alone gives access to Immortal Empires with only the game 3 races/factions playable (though they all feature) but to play as more you'd need to own either the previous relevant base games and/or DLC.
If you want to play the base/alternative campaigns from the previous base games you'd need to both own those and install/play those specifically. To add, the WH1 campaigns don't have the QoL updates seen later in the series, and similarly WH2 gameplay lacks updates introduced in WH3.
I do own all three. I will load 3 up again and see if I can see that campaign for the dlc characters.
A heads-up notice to you. CA released the update of Patch 3.0 just 2 weeks ago, and the new patch is very buggy and basically cripples most of the player-made mods.
Even if you plan to play the vanilla Warhammer 3, still there are chances you'll have to bear with bugs like screen stuttering, frequent game crashes, and units floating in the air, etc.
So, for now, I suggest distracting yourself with some other games to wait until hot fix released, e.g. Patch 3.1 or even 3.2, because hot fix may be game-saves incompatible, and you'll have to give up on your 200+ turn game-save. Such shxt always happens when there is major update.
Tbf the negatives of the update haven't affected everybody equally, if at all.
Personally, I've had none of the issues that are doing the rounds rn... which yeah, is possibly karma or something given I had WH2 break for 6 months apropos of nothing with all else fine and well back in 2017... which nobody else suffered. On the other hand, many of the WH3 launch issues persisted for me a while after the initial updates that fixed them for everybody else...
