Report a translation problem
Did you play before the workshop and have old mod remnants in your TW WH3\data folder perchance? Cause those would be always active and horribly outdated. But for this you'd have to not play for more than a year or so
I did play before mods, i play with mods as well, currently no mod is installed, changed the Directory to SSD and i'm unable to find the folder you mentioned above.
Just validated the files, gonna try and run it.

Look into your steam installation folder of TW WH3 please, it's definitely within (otherwise your install has much bigger issues).
The outdated manual mods thing should really just be an issue for very few by now though, if you ever installed a mod from before the steam workshop was life for this game then you might be affected. Otherwise you can safely ignore my remark about that.
Unfortunately if you did, it's very easily to forget though and can cause a ton of issues without one noticing hence my remark
