in human form they have access to all magic and more importantly, the are easier to keep in position for utilizing their harmony boosts to the maximum of its potential.
keeping your lord near your army gives your units a harmony modifier, a LL boosts harmony by 100%, while a normal lord only boosts it by 50%, a hero only 25%.
so keeping your LL near your army means doubling their harmony bonuses. in dragon form it is to easy to wander away from the main army.
cathay is at its strongest if they focus on their army. to keep myself locked into that way of thinking i also use their buffing/debuffing magic a lot, which can be quite powerful when used combined with a LL's harmony boosted unit.
using the alchemists enchanted metallurgy skills is a lot more effective if used on a unit which has +24 reload skill, after all they shoot more than non boosted units which only have +12 reload skill. you can get more shots in against a target that you gave a plague of rust or a curse of midnight wind.
by going in dragon form you have to big of a target on you, lose to much power in terms of spells(direct dmg as well as buffs/debuffs) and seriously run the risk of losing their harmony bonuses due to bad placement.

his human form can endure while his dragon form, once range has been neutralized can keep a lot of infantry disrupted

Zhao Ming can become one of the most powerful lords in WH3 for sure. Hes not a legendary Lord Duelist though. But he can achieve the max resistance caps, high armour and regeneration so he can be very hard to kill. Most would agree he is strongest is his human form though with smaller hitbox and less of a projectile magnet.
ironically you have to move your lord away from your army to do so, thus losing reload speed for said artillery.
